Me too, since the day they changed their old nerdy green icons and UI to something corporate looking, and governments doesn't seem bothered by them at all.

Usually 3-5 per category is fine but tbh the consensus on those categories is still up in the air. Only the main read/write list matters to most clients.
As for which ones to use, it's harder to say.
Some clients will show you popular relays based on people you follow, and you can just choose a handful of those. I think Jumble and Coracle do.
