In 2011, after Conservatives came into government, Damian Green posed for photos showing him shedding the hard drives from the Labour government's ID card scheme. (Labour Junior Minister for delivery, one A. Burnham)
Over the next few years they introduced legislation making photo identity documents a legal requirement for citizens - right to work, right to rent, voting, tightened licensing meaning pubs and clubs introduced mandatory ID checks, so on. But never actually offered an ID card.

Not really sure about the concerns related to data. I'm of the opinion that government should be creating and opening *more* documents and data to all data users, including all AI companies.
(Obviously I don't mean private and meaningfully confidential data. I mean reports, minutes, procedures, basically any non-confidential document obtainable via FOIA.)

If you can log in, but after a delay, I'd check that the server doesn't have some kind of checks at the login level that are timing out. (eg a reverse DNS check due to the use of hostnames in /etc/hosts.*)

Can you see the config on the server side? scp will usually use the sftp subsystem, which is separate from the normal login config. (eg your account might have an invalid system shell.)
