I think when income inequality is extreme, as it is in this income inequality crisis where the extreme income inequality is impoverishing a large proportion of the populace, universality is counterproductive for the reason you highlighted: the impoverished die before it can help them and wealthies do not need it.

terrorists and enemy sympathisers should definitely not get to own property, and having the courts in this sounds sensible. proving the affiliation in a real court is the logical way to have grounds for asset and land confiscation.

today I spent a good long time looking at one of the masterworks of Claude Monet's water lillies series of paintings. the canvas was enormous, which surprised me, and it was displayed in perfect gallery lighting of course. that was a very special and memorable afternoon.
