I guess I knew it would be complicated.
But, from what I've gathered from Social media, Chinese owner was running down the business, so can't claim damages!?
But then a SLAPP case at national level may be just as effective as at a personal level.

Or, floating this idea - have a local 'unemployment tax' whereby in each region all businesses are taxed in proportion to their profit and based on how many unemployed people are resident.
Zero unemployment=zero unemployment tax.
Cheaper to employ than pay the tax?

we will still need a grid to service places not yet self sufficient, and some industry that is difficult to de-carbonise.
Self sufficiency can ease the load on the grid but the scale of what is needed should be understood. It can't happen overnight and in the interim a mix of policies will be necessary, IMHO
