🇬🇧 A landmark evening for digital assets law in the UK.
Last night, the UK Jurisdiction Taskforce (UKJT) launched its much anticipated report on the Control of Digital Assets and UK Law — a significant step in establishing legal certainty for blockchain, tokenised assets, and smart contracts under English law.
BBA President Prof. Dr @nprofile…vfsn MBE FBBA attended the launch, where BBA Advisory Board member Joshua Ashley Klayman Kuzar participated as a panellist on the Control of Digital Assets panel, chaired by Lord Justice Antony Zacaroli.
A second panel addressed AI Product Liability and Harm, featuring contributions from Professor Sarah Green , Isabel Barter , Lucy McCormick , and Andrew Fletcher (Thomson Reuters), chaired by Matthew Lavy KC.
The opening address was delivered by Sir Geoffrey Vos, Master of the Rolls.

🇬🇧 UK and 🇯🇵 Japan Step Up Cooperation on Crypto and Stablecoins
HM Treasury has published an update from the latest UK-Japan Financial Regulatory Forum, where both countries exchanged views on cryptoassets, stablecoins, CBDCs and the future of cross-border payments.
The UK outlined its recent crypto legislation, digital pound work and systemic stablecoin approach, while Japan shared updates on its own regulatory review and stablecoin circulation, with both sides stressing the importance of global cooperation through bodies including the FSB and IOSCO.

🇬🇧 Today, the UK announced a £2 billion Quantum programme — and the BBA saw this coming.
The Department for Science, Innovation and Technology have confirmed up to £2bn in government investment in quantum computing, sensors, and networks, making the UK the first country in the world to commit to building large-scale quantum computers at scale by the early 2030s.
🌐 Back in October 2019, the Journal of the British Blockchain Association dedicated an entire issue to Quantum Blockchains — when most policymakers hadn’t yet added “quantum” to their vocabulary.
➡️ Six years on, that conversation has moved from academic journals to mainstream policy and investment decisions.

🇬🇧 The UK has no DAO-specific legislation, and DAO treasuries fall into a significant regulatory gap.
$13.4 billion sits across DAO treasuries globally — and much of it is being mis-reported.
This JBBA research presents a compelling case:
➡️ Recognising undistributed governance tokens as DAO assets at market value is not faithful representation.
In plain terms — the numbers don’t add up, and current accounting frameworks weren’t built for this.
📍The questions regulators and standard-setters need to explore:
→ Are governance tokens actually “assets held” by the DAO?
→ Does the entity have a right to — and control over — the item?
→ Are treasuries being reported fairly, or inflated?
These questions have real implications for investors, token holders, and policymakers.
DAO treasury reporting needs a credible framework.

🏥 Over 28 million people in the UK are registered on the #NHS Organ Donor Register - yet 8,096 patients are still waiting.
276 of them are children.
436 died waiting in 2024-25.
Every year, thousands of organs make a time-critical journey from donor to recipient.
In 2024/25 alone, 4,583 organ transplants took place in the UK. Each one required a logistics chain where minutes matter, cold chain integrity is non-negotiable, and a single documentation failure can cost a life.
Yet the systems managing that chain remain outdated, opaque, and unaccountable.

🇬🇧 🇺🇸 UK and US Regulators Divided Over Crypto Cooperation
British and U.S. regulators are reportedly divided over how to advance cooperation on digital assets through their joint Transatlantic Taskforce for Markets of the Future.
While both sides broadly support closer alignment on stablecoin rules, disagreements have emerged over how to test tokenised securities.
UK regulators favour using a regulatory sandbox to trial blockchain-based securities, whereas U.S. officials have expressed concern that sandbox approaches could limit innovation or discourage commercial participation.

🇬🇧 House of Lords to debate UK crypto regulations today
The House of Lords will today debate the Financial Services and Markets Act 2000 (Cryptoassets) Regulations 2025 in Grand Committee, marking another key step in the UK’s proposed crypto regime. The statutory instrument, published by HM Treasury in December, was first debated last week in the Commons, where Economic Secretary Lucy Rigby set out the Government’s rationale for bringing crypto activities fully within the FSMA framework.

📍Are Stablecoins really "stable"?
UK Treasury Pressed on Tether Stability
🎤 The Conservative Party MP Charlie Dewhirst MP asked HMT whether the Chancellor would ask the Financial Conduct Authority to assess the security and stability of funds invested in #Tether, a Stablecoin.
🎤 Economic Secretary Lucy Rigby KC MP responded that stablecoins could drive important innovation in payments and settlement but can cause consumer harm if not properly regulated. She said the UK has worked with international partners through the Financial Stability Board (FSB) on global standards, and reiterated that the government is building a comprehensive FCA-led UK regime for cryptoassets, including stablecoin issuance.
