Their estimate is that 4.1% of NYC residents are homeless which equals to around 350,000 people. so if the new formula is (17/350,000)*100 which equals to .00485714285714285700 which is .00485%. That's still very small.

So my twelve million is off since if (4.1/100)x = 350000 then x= (350000*100) / (4.1) which equals 8,536,585 so that's a closer approximation of New York City's population.
