RandomX has a "light" mode that should be with the capabilities of any smartphone made since 2010 or so. Requires 256MB of RAM.
But honestly, anything less than ten years old will be fine with full-fat RandomX. 2GB of RAM isn't a big ask anymore.

Fascist Poland had a lot of tanks, Nazi Germany at best had a 2:1 numerical advantage. Poland's tanks were, however, slow and optimised for killing people not other tanks. Polish cavalry, OTOH, had a lot of anti-tank weaponry as part of their ToE. Poland's armoured trains were its best performers against German panzers - but there were only three of them.
Poland was still in the fight and resisting the Germans when the Soviets joined Germany in dismembering it on 17SEP1939. The Red Army inflicted ~30k casualties on the Polish defenders, and captured 320k POWs.

I met an angry German tourist the other day.

I tried to run an Nvidia closed-source model, once, and it wanted to execute a script, scan my system and phone home before it would run. (It got deleted instead.)
Nvidia is plenty evil enough to come up with this on their own, to kill off the free competition. They will tap their "IC" friends to quash any bad news or whistleblowers, and the government for "helicopter money", but I can easily see Nvidia's Board driving the takeover themselves...

Turkey, Denmark, Sweden etc are definitely complying with it.
Iran and Oman are probably compliant, but the new toll system remains to be tested in an international court of law.
The US of A is most definitely NOT compliant, in Hormuz, the Caribbean or the Pacific. Very uncivilised.

Societies that were recently decentralised and free but are undergoing centralisation and loss of freedom are the engines of conquest and colonisation.
- The Norse after the arrival of Christianity (and its ideological justifications for Absolute Monarchy).
- The Arabs under Mohammed.
- The Spanish after the unification of Castille, Aragon and Navarre.
- The English and Scots after the end of the Stuart dynasty, during the descent into bureaucratic Absolutism.
These societies had old, barbarian loyalty and virtue, combined with new, civilised mass recruitment and central coordination.
Such things are neccessarily unstable over time.
Westerners are at the opposite end of the cycle now - weak mean with all the civilised vices, yet unable to coordinate effectively (and, in fact, actively prevented from doing so).
