Not just uncaught murderers, there are a lot of people who have killed without legally being considered murderers.
People who killed people in accidents such as driving accidents or hunting accidents
People who killed in self defense
Soldiers who killed enemy soldiers
Police officers who have killed on duty
Doctors and nurses who have made mistakes that accidentally killed patients

My favourite is the story that there was mass panic over a radio broadcast of War of the Worlds where everyone thought a real alien invasion was happening. I heard this story as a kid and really thought this was a cruel prank played by the radio station.
In reality, they made it clear at the beginning of the broadcast, and twice during, that it was fictional. Not that many people were listening and most of the people who were, were aware it wasn't real. A few idiots freaked out and it somehow turned into a story of mass panic. It was propaganda by newspapers to discredit radio.

They make laws that claim to be for everybody but are only for people who aren't rich or powerful. The rich and powerful can commit bribery, human trafficking, murder, and more without consequence but yet jail people for doing the same thing. It's like parents who swear all the time but punish their children for swearing.

How is kindness a bad thing? I thought that was universally agreed to be a good message to have in a piece of media. I guess the excuse is they don't want media to have messages at all but like, how would you even have a movie where the hero has no values that they stand for?
