It's following the same path as a lot of other repressive laws: the path of selective enforcement. The government is not going to shut down a hamster forum under the OSA... unless it gets on the government's bad side. The government is not going to shut down a porn site under the OSA... unless it gets on the government's bad side. The risk of the porn site getting shut down is much greater. But the profit the porn site makes until then is much much greater, leaving it with a greater benefit-to-cost ratio than the hamster site. And all sites are wondering: am I going to be the next one the government doesn't like?
Let's remember, though: the government could already shut down anything at any time for any reason, even before this law. Germany supposedly has free speech, but you still get arrested if you support Gaza in public. The US supposedly has citizenship, but they're still deporting citizens. And the UK supposedly has rules to follow so they won't shut down your website - but they still will.
