I wasn't really trying to make a point about that though. The same problem would occur if it was directly government-owned.
This is a case where either heavy regulation or Georgism is obviously right. Either the government should only allow normal-priced shops to exist there, or the shop can be expensive but all its excessive profits get siphoned away as rent *to taxpayers*. (And of those two, the former makes more sense)
