What's the difference between a CITIZEN and a NATIONAL?
Answering that question requires an inquiry into statehood, conquest and colonialism.
To that end, I recommend anyone interested in this topic, especially in the U.S. context, check out:
"How to Hide an Empire: A History of the Greater United States." by historian Daniel Immerwahr
The book explores how Filipinos, Puerto Ricans, Hawaiians, and others were all U.S. nationals (but not citizens) at one point.
Also why do so many Americans remain hazy, if not, outright uninformed on this point?
Some of those U.S. nationals were entitled to, and GOT U.S. passports.
Also that phenomenon of a "non-citizen U.S. national" still exists today for those born in American Samoa, Swains Island and U.S. Minor Outlying Islands.
Those modern day U.S. nationals also get U.S. passports, despite not being U.S. citizens (another reason to be sharp in the distinction between concepts of "citizenship" and "passport").

Proposed rule published in the CFR yesterday on 10/02/2023 to bring the cost of renunciation of U.S. citizenship down to $450 again. 👇
Cheaper is always better but I wonder how many people will actually be moved to renounce based on the fee reduction from $2,350 to $450.

Questions Asked for Forthcoming ETIAS Requirements for Americans Visiting Europe
Starting in 2024, Americans are expected to be required to fill out an electronic travel authorization (ETIAS) to visit a number of European countries (assuming the absence of another bureaucratic delay of implementation).
This is a rude awakening for Americans who are used to not having to fill out any paperwork, electronic or not, to visit Europe.
According to the European Union website (linked below) the following questions will be asked:
"What information will I be asked to provide in my application?
You will be asked to provide the following information:
- Personal information including your name(s), date and place of birth, sex, nationalities, home address, email address and phone number(s);
- Your parents’ first name(s);
- Travel document details;
- Your level of education and current occupation;
- The country of your first intended stay and the address of your destination;
- Details about any past criminal convictions, past travels to war or conflict zones, and whether you have recently been the subject of a return decision."
Lots to unpack here.
First, millions of Americans have some sort of criminal conviction of some kind that they'll have to disclose, and learn whether it disqualifies them from ETIAS.
Second, some Americans who have traveled to conflict ones, whether for work or tourism, will have to disclose, and learn whether it disqualifies them from ETIAS.
Third, For the first time, Americans will be subject to judgment of their educational level and occupation, to be able to visit Europe visa-free.
I predict, we'll see a bump in Americans pursuing post-conviction relief (i.e. expungements, expunctions, vacates, etc.) more avidly, even for old convictions.
Also, adventurous Americans may have to decide whether an exciting trip to countries such as Yemen, South Sudan, Iraq, Syria, or Ukraine will be worth risking an ETIAS denial to visit Europe.
How to avoid all this?
Well, by pursuing European citizenship by descent, but of course (link in first comment) IF you qualify.

The Carlos Ghosn escape is four years old, but still ever fascinating (article linked below).
Whether you think he's an international fugitive or just a victim of Japan's criminal justice system, the ongoing Carlos Ghosn affair presents a multifaceted #freedomofmovement case study for mobility and extradition advocates, alike.
Cliffnotes:
- Carlos Ghosn was a successful businessman, CEO of Nissan.
- Ghosn was accused of financial crimes in Japan related to pay disclosure in 2018 and 2019.
- While on house arrest, Ghosn, a triple citizen of France, Lebanon and Beirut, escaped Japan in December 2019.
- He first escaped to Turkey to switch planes, then continued on to Beirut.
- Ghosn has been living, apparently fairly openly in Beirut ever since, resisting extradition attempts from Japan and France.
The escape was planned by a former green beret, Michael Taylor, who meticulously studied the Japanese border (by aviation) for vulnerabilities and executed the escape.
Ghosn lives in Lebanon where he fairly regularly gives interviews to mainstream media and podcast hosts, alike.
Media has reported that Ghosn has remained put because Lebanon doesn't extradite its own citizens (I haven't confirmed).
A Few Useful, Important Issues Involved:
1. Where are dual and multiple citizens protected from extradition?
2. How & why has Lebanese govt held fast, under pressure from Japan and France to extradite Ghosn?
3. Where, if anywhere, can Ghosn safely travel internationally outside of Lebanon without being extradited to Japan or France?
4. Will Ghosn be effective at all in the long run in fighting his Japanese charges while being an international fugitive (from Japan's perspective)?
I've listened to a number of Ghosn interviews - it's obvious he's sharp as a tack and extremely charismatic. He also appears to be well funded.

It's become very "à la mode" among some in the multiple citizenship/global mobility space to bash U.S. citizenship as nearly useless.
The reality is that if guaranteed access to the U.S. is critical to you for the rest of your life, you'll never be able to cobble together a substitute for U.S. citizenship that will give you the same strength of right of
- entry,
- stay,
- transit,
- access to business & industry,
- access to the job market,
in the U.S.
Not even having an EU citizenship with ESTA & E-2 eligibility.
If that tradeoff for the benefits (tax, financial reporting or otherwise) is fine for you then act accordingly.

you're an American with a criminal record in California and you're pursuing second citizenship elsewhere, you're probably gonna need to get your California Department of Justice ("DOJ") background check.
Why?
Because the CalDOJ is the repository that reports CA conviction data to the FBI CJIS.
The FBI CJIS, in turn, issues your FBI IdHS ("backgound check") that you need to naturalize in most, but not all (Hey, shout out Hungarian simplified naturalization!) countries.

I suspect they’re getting an assist from AI.
Makes me wonder…
Do you hold written posts/articles that are given an assist by AI in the same esteeem as totally “manually” written articles?
Especially thought/idea heavy ones.
My initial instinct is that the more the written piece delves into ideas and so-called thought leadership, the more disingenuous it is to post it as one’s own, if assisted by AI.
On the other end of the spectrum, data-heavy posts seem more like fair game to me.

Pro tip: saying “I just need an answer to my simple question.” in an attempt to avoid paying for a lawyer’s time
is a major 🚩 🚩 🚩 for lawyers worth their salt.
It immediately shows the prospective client is either a) unsophisticated or b) a jerk/narcissist or both, and unlikely to understand the value the lawyer brings. That also means they’ll probably be a pain-in-the-neck, sooner than later.

Price quote above is assuming the case is “clean” i.e. no special issues like criminal record, or difficulty proving source of funds.
Those cases cost a bit more and there are only a few who can effectively handle them. False modesty aside, I’m one of those few.

Fastest at the moment would be St. Kitts which has *guaranteed* decision within 60 days of application submission. The automatic expedited processing is only good until June 30th (their program special).
Total price for a single applicant is about $140k “all in” so to speak.

Are there any drawbacks unique to citizenship by investment?
Yes.
First, citizenship by investment tends to be the only category of naturalization in which countries lawfully (i.e. not just at the whim of a dictator) strip an applicant of citizenship for alleged misconduct AFTER obtaining the citizenship. Generally, with other forms of naturalization, once you naturalize, your citizenship is safe besides in very narrow circumstances such as a) fraud in obtaining the citizenship, or b) treason/terrorism.
Second, citizenship by investment is under attack by the west. Your visa-free access via citizenship by investment could be cut down, as the EU did with Vanuatu in 2022.
Citizenship by investment is still fantastic for those with the means and sometimes the only option for someone wanting second citizenship. But, a client needs to know the risks and downsides.
The vast majority of citizenship by investment agents and “consultants” (i.e. salesmen) will never bring up such downsides or even acknowledge they exist.

It’s said in the mobility industry that one must have a “clean record” to get citizenship by investment.
That’s largely true, however the "smaller" the crime and the longer ago it was committed, the more chances a person has getting citizenship by investment. A particular situation and person's criminal record should be screened individually before citizenship by investment is ruled out as a possibility.
