This is not even remotely true. While I have my doubts, contemporary scholars estimate Judeans/Israelites made up roughly ten percent of the population of the Roman Empire. Some subset of these were Edomites, as is obvious because Pharisees and Sadducees were also Roman Citizens, pre-Christ.
