AFAIK, PDS don't publish posts to anything — the Relay scrapes every PDS in order to push posts to the firehose. So even if the PDS ignored DID blocks, I'm not entirely sure it would pass messages between accounts on the same PDS without an overhaul that breaks AT compliance.
Running your own Relay and Appview is technically the solution, but in order to connect to accounts on the rest of the network, they also have to subscribe to your firehose or a third party service that draws from it, which diminishes the likelihood that you'll be available to most people using the Bluesky relay.
