Then it depends if you want public tips or not. With my web client (which probably won't be completed), users can choose if they want to publish a tip or keep it private. Without the TX key or private view key, observers cannot verify if a tip was actually sent (although there may be some cryptographic function which could prove this without disclosing the exact TXID, but I am not a cryptographer).
