Indeed, it would have to be part of very significant reforms. But we NEED very significant reform of Scottish local government, so it would be part of that process.

But the reason our current community councils (full disclosure, I'm a community councillor) are packed with numpties is because they have no power and no ability to do anything useful, so people who want to get stuff done very reasonably avoid them.

Scotland is not short of talent.
