While I have a range of criticisms of the university sector (having worked as an academic for 25 years, now retired), I still sympathise with university managers:
They forced to shift their budgetary strategy to a dependence on a cross subsidy for teaching & research from the fees from international students.
Now dependent on that budgetary arrangement, once again international students look like a target for 'reducing migration'.... now wonder the sector is in crisis!
