After suspicions that China & Russia might both be attacking undersea communications cables, Taiwan reports it caught a Chinese ship in the act of curing a cable, although its seems unclear whether it was deliberate.
With the number of undersea cables damaged recently, many might conclude it is less likely to be unintentional.
It seem likely that both Russia & China have identified these cables as a key weakness in the West's communications networks ripe for disruption.
