Labour's pensions dilemma:
It wants to utilise pensions funds to expand investment which involves pushing pensions funds into riskier investments;
it also wants to encourage more saving for pensions into employer pensions plans.
The only way this can really work is by a return to defined benefit (DB) plans where the risk from the investment plan doesn't fall on the worker as in defined contribution plans
but DB plans are unpopular with employers & have been declining for years
