Difficulty level measures how hard it is to solve complex mathematical equations to mine new blocks, which can technically be done with pencil and paper. It is faster even for computers to just brute force random numbers and try to guess the correct answer rather than actually solving the problem. So this is why the hashrate is what matters most. At least that is my understanding of it.
