for most departments, sure. But there are a few dpt that all branches of military and law enforcement rely on. US citizens take them for granted daily. The US is nothing if not for its ability to mobilize a defense force, and there's civ departments that make that go. Should it be that way? Could things in some magical other dimension be ran privately or all in DOD? Am I asking questions that I'm going to say yes to? Yes! But it's that way today.
