Every civilian who works for the federal government is a lazy retard who couldn't get a job in the private sector and wanted to do nothing and lord their PoWeR of filling out forms over people. The people are there to goon at their desks and collect a pension in 30 years. I bet less than 1% of them take the offer. They never change jobs. The system is designed to dig people in.
