I believe he says he is surrendering “through a sheriff friend in a few moments.” The police waited on the “sheriff friend” (a neighbor) before they took him to booking. I’m not saying something isn’t potentially off with this whole thing, but as an attorney (and hopefully just as a human), facts and timelines do matter.
