I don't think he suspended it outright. Because the theory at the time was the people he was sending to Gitmo were foreign nationals, and as such were not covered under the Constitution. Which has been struck down by the SCOTUS since then. But he didn't suspend it for me or you, and he didn't use the Insurrection Act.
