The Winter Fuel Allowance was introduced in 1997. Since then the position of pensioners has dramatically improved due to the Triple Lock and Pensions Act 2014. (I’m nearly one myself by the way) So that’s nearly £12,000 a year plus pension credit , plus council tax allowance , plus free travel, free prescriptions, Warm Home Discounts etc etc. It’s right that the WFA be given only to those in need
