In 1807 Thomas Jefferson tied the number of justices to the number of Circuit Courts, then 7. The circuit court responsibilities are now largely in the US courts of appeal, of which there are 13, with two of them (D.C. and Federal) being notably larger.

With the change in 1911, the district courts also had expanded responsibilities and case loads.
