Why is Germany doing this?
The problem was that Germany lost control over the ex soldiers. They couldn't find them anymore (some live in Africa today). So they restart it with making that 17 to 45 years age male law. They also introduced that if you are not keeping up the rules, it gets expensive.
By the way, German military draft does not depends on your residence, it is your passport. If they want you, they can push a button and if you cross a border in or out of a Interpol country, you are under arrest and get deported to Germany.
