My understanding of manifest destiny was that it is an individualist movement. People were encouraged to head west in order to avoid taxation and government. Once they reached the pacific ocean, there was no where left to flee from statism. People were tied to the land as farmers, making it that much easier to extort them. It's been downhill ever since.
