German here. I struggle to find a source in English, but https://www.recht-gegen-rechts.de/gesetze-gegen-rechts/symbole-strafbar-oder-erlaubt.html has an overview of forbidden and allowed symbols. Check the three at the bottom, which are all allowed because they're unambiguously symbolizing opposition to Nazi ideology.
Can't say anything about the situation in Austria though.
