I imagine it like this: israel is in a bunker. They keep launching attacks out of their bunker.

Since they're so strongly protected against counterattack, the proportional attack in return against them uses more force to affect an equivalent impact against them.

Imagine a kid in a snowfort. They throw a snowball at you. You can't splat them in turn, but you've got a snowblower, that you point at them.

You know it won't do anything, but you've proven a point
