(the pins in card edge sockets tend to be thin and centered, so I think they wouldn't make contact with those strips)
a big unanswered question here is: why not use a flying probe or something to make contact with the card edge plated contacts for programming? I suspect (I can't see it) that the PCB is double sided, so maybe the thin strips are used to bring all of the pins to one side or something
