The infrastructure part, now very messy with publishers, if correctly envisioned, can be an 'impartial' contribution to science. And above all, very much shared internationally.

That would be a win.

The direction I am looking in. Publishing should be first an foremost a vehicle for communicating science, by and for scientists. This is infrastructure.
