All you'd need would be a couple of ADUM1200 or similar (capacitive digital isolators, fully integrated and much faster than normal optoisolators), and either some logic and a tri-state gate to track SWD packets, or just an extra IO line from the microcontroller if you integrate the isolator into the blackmagic probe. BOM cost should ve around 10€, with the most expensive part being an isolated DC/DC module.
