A concept I am trying to acquaint the people in this town with is "avoidable" vs "non-avoidable" sound.
If repairs need to be made to the pipes in your street - it will make un-avoidable noise. But if the road workers doing the job have a loud portable radio with them, that is avoidable noise.
In-store radio is an abomination. If customers want to have music when they shop, there are dozens of different kinds of small ipods and headphones on the market they can use.
