The 15K sat 'fee' is artificial. "Alternatives" do not change that fact.
A notification transaction needs to be dust-sized, and does not have to go to Samourai. Which is exactly how it is implemented in Sparrow.
Samourai charges you 15K sats (and doesn't tell you it isn't necessary).
