I thought I had SF pulling the channel level value block if the episode didn't have one, but maybe not. Either way, for the VTS to work in most apps, the episode will need some value recipients, or else the app will fall back to the channel level value block.
I think they should parse the VTS without recipients regardless and fallback to the channel recipients if none are in the episode, but VTS is so new I understand why they haven't updated the logic.
