Why is Japanese birth-rate dropping.... well it seems that the Tokyo Metropolitan Government has decided that its because people don't have enough time to procreate... (by reorganising their hours across four days - more time in bed)
Oh OK, really its to allow a better work-life balance so prospective parents can see how they could handle childcare, not that they need more time to get it on....
