I think your review is a fair criticism.
I first read RS about 15 years ago, and I remember liking it. However, I recently picked it up for a reread, and I remembered very little. What I did remember was completely different, so it was like reading a completely new book. It wasn't until the end that my memory and the book gelled. I've never had that happen before (or since), not even with the sequels.
