I think there can't be such a document from W3C as they can't foresee on what kind of input devices you will use these UI elements in the future. Imagine them having tied interaction to a keyboard in their spec and then the iPhone comes along.
But there certainly is some place that documents the ways user agents implemented these UI elements, and if someone knows it, it would be Eric Eggert (npub15dl…nlg5)
