Ninlil has advised me to reword my request as follows:

>I want a small instance generator: It scans module files (using a naming convention), lets me toggle features via a config, and then generates one final Ninlil instance document.

These would all be raw text files. It’s basically just copy/pasting files together into one big text file via a set of instructions.
