What this means to me is: Obama was willing and able to use illegal force to achieve certain ends, but he was not willing to launch strikes on Iran.
And, to me, this means Obama was smart enough to listen to the people who knew just how difficult a military nut to crack Iran represents. He undoubtedly backed his negotiations with the threat of USA power. But he didn't do the stupid thing.
Which brings us to Trump.
