the referral from GP to specialist has to be renewed every 12 months because of Medicare rules. That’s a Mark Butler problem to fix.
The referrals for tests is absolutely a tech problem. Every practice and pathology lab uses a different proprietary system, with no agreed standard to enable APIs to securely pass data between them with patient consent.
