The report exists, but the internal controversy seems to be mostly in the scope that the report uses (where I find the wider scope as the more scientific approach).
We do not have an absolute truth on what exactly is the issue.
A "block" is also a strong wording for it, but the delay is quite substantial and thus might be considered a block.
