The right to return is absolute, part of the UDHR, ICCPR, Fourth Geneva Convention, Hague Regulations, Refugee Convention, etc as well as customary international humanitarian law, which makes it mandatory for ALL States even if one would decide to not sign any conventions whatsoever.
