Cheap parts /could/ possibly actually behave within their specs reliabily, which would be fine.
They usually don't though. (Not that there's any real correlation between such reliability and price, corposcum love to scam people with garbage.)
(And so cheap gets colloquially used for "unreliable" or "worthless" without necessarily referring to the price.)
