I think some states contributed, but I think its also low enough cost that its possible for some districts to go it alone especially if its not every day. It also doesn't have to be just a question of free lunch or not, there is a lot of side possibilities providing fresher foods from local farmers for example - but thats further afield from the original topic of this thread.
