No, I am very explicitly not assuming that: ‘whole word recognition versus sounding out letters’ is the example given for different means of achieving the same task (or attainment).

memorization of an entire passage is not. The idea that I am claiming that reciting an entire rote memorised passage of text is “only” not reading because it is the wrong means is something you are imposing on the text.
