The thing you are missing is that dams don't need to be on rivers or indeed even connected to them. Northfield was built to store power for a now defunct nuclear plant (good riddance). They built it by hollowing out a mountain so they can pump river water up to store power & have it flow down to generate it. With their 21GL of water they store about double a nuclear plants output over a night filling in the duck curve.
