Well how I would envision this it would be a separate "kind" because otherwise it would clog up people's NIP-17 DM inbox... So it would be "opt-in" in that sense.
You would publish the information encrypted only to the people whom you wanted to see it. And then they'd have to have a client that would fetch that data.
