Skills are purchased with "development points" (based on attributes) each time you go up a level. Your class determines how much various skills cost (and how many ranks of skill you can take per character level). So a fighter can learn magic, but it's at an obscene dev point cost and you can only get one skill rank at a time. In the mean time that same fighter might be able to take an unlimited number of ranks at a low price in core skills.
