It's similar to BRP in concept, but a bit more finicky.

Your base % is based on your attributes. This base % is then modified by your skill rank. No skill is a penalty (-25%? It's been years.) But you get a +5% per skill rank up to a point, then +2% for another range, then +1% for another, and anything past that is +0.5% per skill rank.
